§ 04 — Specialist of Record

Frederick Baier. WI-001.

Built around a problem nobody was solving: Wisconsin auto body shops were consistently underpaid by insurance carriers, and most shops didn't have the time, tools, or expertise to fight back.

§ — The Founder

The standard came first. The business followed.

Frederick Baier founded Tactic Management to do one thing carriers count on shops not doing: read the file line by line. Shops are busy running production. The estimate comes back short, the deadline is now, and the short-pay gets absorbed. That gap is the entire reason this firm exists.

The approach is academic in foundation and practical in application — a degree in leadership and organizational development applied to the day-to-day realities a shop faces, not the other way around. Every position taken is tied to a procedure page. If it's documented, it's non-negotiable. If it isn't, it isn't argued.

The work is manual and deliberate: one file at a time, cross-checked against the platforms that authored the procedures, anchored to Wisconsin statute where the carrier's obligation is clear.

§ — How The Work Is Done

Three things hold on every file.

01 — Citation

Documentation, not opinion.

Every recoverable line points back to the procedure page that authored it. Positions that can't be documented don't go in the package.

02 — The shop's side

We answer to the shop.

The file is built for the shop's recovery and the shop's authorization. The carrier's estimate is the starting point, not the ceiling.

03 — One at a time

No volume shortcuts.

Each file is read line by line and logged MATCH, MISSING, or DISCREPANCY. The standard doesn't bend for speed.

§ — Open a File

Send the estimate. We'll take it from there.
